Andrew Rowson

Non-Executive Director

Since April 2016, Andrew has supported and advised the board of Concertus as Non-Executive Director. 

Along with an MA and MSc, Andrew is a Member of the RICS. He has extensive experience in local government positions and this has enabled him to develop an expertise in strategy development, organisation management, team building and administration.

As well as Director of Property and Asset Management with Cambridgeshire County Council, his most recent positions include Director for 4ps / Local Partnerships LLP and heading up the National Housing and Property team at 4ps.

Andrew has worked in the midlands and eastern regions, as well as London. His experience is diverse and key projects he has been involved in include:

– Directing the transformational West Midlands asset management improvement programme and delivering the “Way Forward” report, itemising revenue and capital savings and setting up West Midlands Property Alliance.

– Playing an instrumental role in developing and leading the new Strategic Asset Management Review service for 4ps / Local Partnerships, which was rolled out in many local authorities having been explicitly recommended in “Room for Improvement” by the Audit Commission.

– Achieving Beacon Status for asset management for Cambridgeshire County Council; one of five authorities awarded this status nationwide by Government.

– Leading the joint venture with a PCT to build “Sackville House” – an award winning joint service centre (health centre, library and trading standards) – as a community anchor for the new town of Cambourne in Cambridgeshire.

– Working in partnership with the private sector, he led the project to regenerate Huntingdon town centre to provide a civic centre, library, register office and mixed-use development.
